How to open a longevity clinic in Dubai

The steps a founder works through, from licensing readiness to soft launch.

1. Confirm your licensing route

Dubai facilities are licensed through DHA's Sheryan portal, except those in free zones with their own authority. A new licence is issued as inactive and must be activated before the facility starts operating (DHA Manual for Licensing Health Facility, sections 6.1 and 6.6; Sheryan: Activate Facility License). Confirm your route with DHA or your free-zone authority and your advisers.

2. Prepare for the Dubai Longevity Authority

Law No. 17 of 2026 established the Dubai Longevity Authority and requires a permit for defined longevity activities, including in free zones such as DIFC. Permit categories and requirements are still being set. See our Dubai Longevity Authority readiness guide.

3. Define the clinical model

Define the longevity service: assessment, programme and membership. Decide how you judge, and explain, the strength of evidence for each test and intervention, and build a consent process that covers evidence level, data and genetic information, and costs. Stem cell services in DHA-licensed facilities fall under DHA's Standards for Stem Cell Services, effective 28 February 2026.

4. Build the team

Put your medical director and multidisciplinary team in place with clear roles, and make sure every clinician is licensed and privileged for the services they will deliver. Plan how new team members are onboarded and trained, and how information about each patient passes between them.

5. Set up systems, policies and quality

To activate a new facility licence, DHA requires evidence of an electronic medical record that complies with the NABIDH Minimum Data Set, connectivity requirements and other NABIDH standards (DHA Manual for Licensing Health Facility, section 7.2.4). Alongside the medical record, set up booking and payments, write your policies and standard operating procedures, and decide how you will manage incidents, complaints and performance indicators.

6. Design the patient journey and commercial model

Plan how enquiries are handled, how the results consultation and written plan stay consistent, and how patient preferences and privacy are respected. Structure pricing, plan how patients stay engaged beyond their first programme, and approve promotional content in line with DHA standards for medical advertising on social media.
